What is rural? What is policy? What is rural policy? These are the questions Ray Bollman set out to answer during the International Comparative Rural Policy Studies (ICRPS) summer school in Ireland, 2015.

Dr. Bollman presented key points including the roles of public policy and how it can increase efficiency within a market economy to get the maximum output. Other concepts discussed include market failure, density and distance to density, the price of population, and rural development. Dr. Bollman concludes that rural development is helping rural people help themselves. This is a cause for investing in reducing the price of distance and of low agglomeration economies by building the capacity of community members regarding objectives, options, and decisions.
